Dave You shouldn't have any problem running VOL-FCR on your Surface 3, whether it's running Windows 8/8.1 or 10. You just have to set the VAG COM cable to COM1 in order for the program to detect it. I am running VOL-FCR on my HP laptop running Windows 10 with no problem.
You could probably run it on your Mac just fine, as well. As long as you can set a USB port to COM1 port on the virtual machine.
